August 28, 2019 COGCC ISSUES PROPOSED FLOWLINE RULE AMENDMENTS

On August 28, 2019, the COGCC announced its first Stakeholder meeting on the Flowline Rulemaking and issued a summary of the proposed Flowline amendments. The proposed Flowline rules seek to incorporate the following changes:

  • Make off-location flowline and crude oil transfer line location information public through the Commission mapping system
  • Incorporate PHMSA setback requirements for new crude oil transfer lines and some off-location flowlines
  • Revise the off-location and crude oil transfer line integrity management requirements
  • Revise rules regarding removal of abandoned off-location flowlines
  • Revise rules regarding off-location and crude oil transfer line repairs and construction
  • Revisit leak detection requirements and response/investigation processes
  • Change the One-Call system
  • Incorporate PHMSA operating status categories for the following categories of lines (1) pre-commissioned, (2) active/in service, (3) inactive/out of service, and (4) abandoned

The first Stakeholder meeting is scheduled for September 5, 2019.
