March 11, 2019 COGCC DIRECTOR ROBBINS ANNOUNCES CRITERIA FOR DIRECTOR REVIEW OF A PENDING PERMIT
At the COGCC Hearing on March 11, 2019, Director Robbins presented the following Criteria that he is utilizing to hold and review Form 2 drilling permits and Form 2A oil and gas location permits:
(1) Locations within 1500’ of residence or high occupancy building
(2) Locations within a Municipality
(3) Locations within 1500’ of Municipal boundary, platted subdivision or County boundary
(4) A UMA/LUMA location
(5) Locations within the school setback area
(6) Locations within a flood plain
(7) Locations within the 317B buffer area or the Brighton PWS buffer area
(8) Locations within RSO or SWH for Greater Sage Grouse or Bald Eagle
(9) Locations to be operated by Operator subject to increased bonding or protection
(10) Locations proposed within an exception zone location
(11) Any location added by Director
(12) Right to construct is a Surface Bond
(13) Application has received comments from local government, state or federal agency, including wells with CDPHE consultation
(14) Application has received comments from an environmental group or homeowner’s association or other group relaying concerns
(15) Application requires the Director to grant a Rule 502.b Variance
