October 13, 2019 COGCC ISSUES NEW HEARINGS AND APPLICATION GUIDANCEpdf

The COGCC released a new Hearings and Applications Process Guidebook (which can be found here) which was prepared to provide members of the regulated community and the public information on the Commission’s hearings process and to “facilitate public involvement.” The Guidebook addresses the new Hearings and Application process under the 500-Series amendments which became effective on September 30, 2019. The Guidebook includes the COGCC’s new mission to: (1) protect public health, safety, welfare, environment and wildlife; (2) allow for the efficient exploration and production of oil and gas resources; (3) address cumulative impacts from oil and gas development; and (4) create cooperative relationships between COGCC and local governments as well as state and federal agencies with oversight of oil and gas operations. Primarily, the Guidebook provides a general overview of the 4 most common types of applications: drilling and spacing units, pooling, enforcement and payment of proceeds; and provides a detailed overview of the Hearings and Application process from start to finish.
