June 26, 2020 COGCC RELEASES REVISED 100-600 SERIES MISSION CHANGE RULES; MISSION CHANGE RULEMAKING WILL INCLUDE NEW PETITION FOR RULEMAKING
On June 26, 2020, the COGCC released revised draft 100 through 600 Series Rules as part of the Mission Change Rulemaking. The revised draft Rules can be found here:

The revised 100-600 Series Rules will be heard together with the 800, 900 and 1200-Series Rules between August 24, 2020 and September 10, 2020 by the newly appointed professional Commission.
As part of the Mission Change Rulemaking, the COGCC issued two Case Management Orders which address a Petition on Rulemaking and Request to Stop Permitting (“Petition”) filed by Our Children’s Trust on November 8, 2019. The COGCC granted Party Status to Our Children’s Trust and included the Petition’s proposed Rules in the Mission Change Rulemaking. The COGCC cited a provision of the Administrative Procedures Act that provides that “when an agency undertakes rule-making on any matter, all related petitions for the issuance, amendment, or repeal of rules on such matter shall be considered and acted upon in the same proceeding.” § 24-4-103(7), C.R.S. The Petition requests, among other things, changes to the 100-600 and 900 Series Rules and a request to suspend all new permits until the COGCC has promulgated all rules for the protection of public health and cumulative impacts. The Petition and associated Rules will now be considered as part of the 100-600 and 900-Series Mission Change Rules. Responses to the Our Children’s Trust Petition for Rulemaking are due on July 13, 2020.More information on the COGCC Mission Change Rulemaking and the Petition can be found here:
