November 2, 2020 COGCC WELLBORE INTEGRITY RULES EFFECTIVE NOVEMBER 2, 2020
The COGCC Wellbore Integrity rule requirements are now effective for all Operators in Colorado. The COGCC adopted the Wellbore Integrity Rules on June 10, 2020, which implement several recommendations from the State Oil and Gas Regulatory Exchange (SOGRE) Report and adopt directives from Senate Bill 19-181. The Wellbore Integrity rules require regular integrity assessments (including surface monitoring), require that well construction protect water zones, enhance safety and environmental protections during drilling and hydraulic fracturing operations, address construction and operation of production wells, require that wells are constructed using current practices and standards to prevent blowouts, and address well closure. Specifically, Rule 341 expands the COGCC bradenhead monitoring requirements to apply statewide and requires Operators to equip bradenhead access on all wells, regardless of function, to allow COGCC Staff to visually inspect the equipment at all times.
