September 30, 2020 GOVERNOR POLIS RELEASES DRAFT GREENHOUSE GAS POLLUTION REDUCTION ROADMAP
On September 30, 2020, Governor Polis released the draft State of Colorado Greenhouse Gas (GHG) Pollution Reduction Roadmap for public comment. The draft proposes a series of policy actions and other steps to meet the goals of reducing GHG pollution by 26% by 2025 and 50% by 2030 from 2005 levels pursuant to House Bill 19-1261. Among the key findings of the Roadmap are that achieving the 2030 goals will rely on deep reductions in pollution from electricity generation by continuing the transition to renewable energy, as well as deep reductions in methane pollution from the Oil and Gas Industry, which makes up the largest source of non-combustion emissions in the state. The proposed near-term actions for the Oil and Gas Industry include Air Quality Control Commission (AQCC) rulemaking to achieve methane pollution reductions of at least 33% in total emissions by 2025 and 50% by 2030, AQCC action on industrial energy and emission audit requirements and additional AQCC rulemaking on HFC reduction (refrigerants, aerosols, etc.) pursuant to Senate Bill 19-181.
